SCP Successfully Completes Two-Year Project for U.S. Department of the Navy

Human Capital Management Development and Support

Strategic Consulting Partners (SCP) recently completed a two-year engagement with the Deputy Assistant Secretary of the Navy (Safety) (DASN Safety) to conduct a Strategic Workforce Planning analysis of the Civilian Safety and Occupational Health (SOH) Career field. In July 2017, SCP’s project lead, Jay D. Aronowitz, was joined by SCP’s Jill Marshall and Tony Stamilio in conducting the analysis and creating the Talent Management and Career Development plans. Along with SCP Subcontracting Partner AE Strategies (whose team included Allan Walters, Kavatus Newell, Matt Bell and Carla Bryant), they conducted an exhaustive competency assessment, one-on-one interviews, focus groups, and analysis of Human Capital data provided by the Office of Civilian Human Resources. The plans were finalized and delivered to the client in July 2018.

After receiving enthusiastic approval of the project from DASN Safety leadership, additional contracts between SCP and DASN Safety were signed, and programs were designed, implemented and delivered, including the establishment of a Project Management Office; a comprehensive DCAT Communications Plan; a Governance Structure for Effective Management of Career Programs; a Succession Planning Strategy for Key Leadership Positions; two pilot training programs; and a training effectiveness survey.

SCP’s work is significantly impacting the strategic human capital management of this critical functional community. Individuals now have the tools they need to define their aspirations and plan their careers because they know what is required of them. The SCP team anticipates that DASN (Safety) will continue the inspiring work it is doing to engage and retain high-performing and high-potential employees, which includes carrying out many of the activities included within our Human Capital Management wheel.

Organizational improvements do not happen overnight; lasting change takes time. Following a well-planned approach like the one depicted above ensures the positive outcomes sought by clients such as DASN Safety.
